November 5, 2025 | Ottawa, Ontario: In a rapidly changing global economy, Prime Minister Mark Carney has unveiled Budget 2025: Canada Strong—a bold, forward-looking plan to make Canada more resilient, self-sufficient, and economically secure. The federal budget sets an ambitious goal to catalyze $1 trillion in investments over the next five years, transforming Canada into a nation that builds for itself rather than relying heavily on external trade partners.
At the heart of this vision lies the Build Communities Strong Fund, a transformative $51 billion, 10-year initiative designed to modernize local infrastructure—spanning hospitals, universities, transit systems, water facilities, and community spaces. The fund will be followed by a recurring $3 billion annual investment to maintain and expand essential public infrastructure nationwide.
Building Canada from the Ground Up
The Build Communities Strong Fund will operate through three key streams:

Provincial and Territorial Stream: $17.2 billion over 10 years to boost infrastructure in housing, healthcare, and education, including a $5 billion Health Infrastructure Fund for upgrading hospitals and emergency facilities.

Direct Delivery Stream: $6 billion for large-scale regional projects, climate adaptation, energy generation, and community spaces.

Community Stream: $27.8 billion to upgrade local roads, bridges, water systems, and recreation centres—strengthening the backbone of everyday life.
The initiative aims not only to rebuild outdated facilities but also to create thousands of skilled-trade jobs, enhance productivity, and encourage private investment through dependable public infrastructure.

Prime Minister Carney emphasized that Budget 2025 represents a new era of nation-building:
“Budget 2025 is an investment budget – a confident Canada taking control of its own future. With over $50 billion in new investments, we are building stronger communities to build Canada strong.”
Finance Minister François-Philippe Champagne reinforced this commitment, stating:
“To build the strongest economy in the G7, we must build infrastructure at a speed and scale not seen in generations. This fund targets the roads, hospitals, schools, and water systems that underpin local prosperity.”
Housing and Infrastructure Minister Gregor Robertson added:
“As we build more affordable homes across the country, we also need strong communities with the right infrastructure. This fund supports resilient growth and good jobs for decades to come.”
